Neos: When adding a new checklist to the primary checklist, it is automatically added to the intake checklist. Add an option to select whether to add to just cases, or add to both cases and intakes

Sometimes the checklists are not needed until the intake is made a case. Because the staff role doesn't exist in the intake, it is automatically assigned to the main person and is muddying up their checklist reports.
