separate permission to remove/delete the special flag note on a case

It appears to be the same as the general notes. Some staff should be able to delete/remove the special note but not delete regular notes. If someone doesn't have permission to delete notes it doesn't allow to use the clear on the special flag note...

Neos: Add provider card for a party to copy name, address and phone number information

In previous version of Needles both providers and parties had provider cards to easily copy information to another provider/party. Currently in Neos, only providers have a provider card so you cannot copy information from a party.

SPLIT DTF among more than one case

When a case expense is entered and a transaction made for it, we need the option to split the DTF value between multiple cases, so we can do that pro-rata accounting on the front end.

Have cases automatically start by date.

Neos should allow cases to be numbered automatically by the case date, year, month, day. This would allow the number of cases to be much more simple to identify.
